§ 21-52. Limited time parking zones.

  • (a)

    Established. The streets and parts of streets in the city established by the council from time to time, which shall be posted with signs in accordance with the Manual of Uniform Traffic Control Devices as adopted by the state department of transportation, shall constitute limited time parking zones.

    (b)

    Parking time limit. It shall be unlawful to park any vehicle in any designated parking space within the limited time parking zone for a period of time exceeding two hours between the hours of 8:30 a.m. and 5:00 p.m. of each day from Monday through Saturday, inclusive.

    (c)

    Spaces for handicapped persons. There shall be designated not less than three nor more than six unreserved handicapped parking spaces within the limited time parking zone, such spaces to be determined and designated as such by the chief of police in his discretion based upon his determination as to the needs of the community and the most convenient locations for the spaces. The spaces so designated shall be posted as handicapped parking spaces in accordance with the Manual of Uniform Traffic Control Devices as adopted by the state department of transportation. It shall be unlawful for any vehicle, other than a vehicle displaying handicapped license plates issued by the secretary of state of the State of Illinois or of any other state, or displaying a handicapped parking decal issued by the city, to be parked in any designated handicapped parking space at any time. The chief of police shall issue a city handicapped parking decal to any physically handicapped person, as the term "physically handicapped person" is defined in section 1-159.1 of the Illinois Vehicle Code (Ill. Rev. Stat. ch. 95½, ¶ 1-159.1), at no charge, upon application of such person to the chief of police. The application shall contain the applicant's certification of his disability, his driver's license number, and a certification from the applicant's physician of the applicant's disability.

    (d)

    Penalty. Any person whose vehicle is parked within the limited time parking zone in violation of the provisions of this section shall be guilty of a misdemeanor and shall be subject to a fine of $2.00 if the fine is paid within 15 days from the date of the violation. The violator shall be subject to a fine of $5.00 if the fine is paid within 30 days. After 30 days the fine will be $10.00.
