§ 10-2. User charge.

  • (a)

    A user charge in an amount to be determined by the city per month per unit entitled to receive municipal garbage pickup and disposal as provided in section 10-1 shall be and is hereby established, said charge to billed and collected in the manner provided for the collection of sewer usage charges pursuant to sections 23-154 and 23-155 of this Code with the billing to be directed to the person receiving the bill of said sewer usage charges for each affected property, who shall be responsible for the payment thereof.

    (b)

    In addition to the general user charges as hereinabove provided, the city may establish by ordinance additional pickup and disposal charges for certain designated types of waste, said additional charges to be collected in a manner provided in reasonable regulations to be promulgated by the city administrator as hereinafter provided in section 10-3 hereof. With respect to such waste as to which additional pickup and disposal charges are established as herein provided, the city will not pick up said waste until such time as the additional charge has been paid in the manner so provided, and it shall be a violation of this section to cause such waste to be placed at the curb for collection until such time as the required additional charge has been paid.

    (c)

    Pursuant to the above, the city hereby establishes an additional pickup and disposal charge in the amount of $1.00 per bag of grass clippings, said bags not to exceed 35 pounds in weight each.
