§ 10-1. Municipal garbage and recyclable collection.

  • The city shall provide pickup and disposal service for residential garbage and waste for all exclusively residential properties, including mobile homes, consisting of no more than four residential units on a single zoning lot; provided, however, that the city shall provide for separate collection of landfill garbage and waste from the collection of recyclable materials, and it shall be mandatory upon the persons receiving, or entitled to receive, residential garbage, waste and recyclable pickup and disposal to separate landfill garbage and waste from recyclable materials and to place recyclables in a separate recycling bin at curbside on the scheduled pickup day. For the purposes of this chapter, recyclables shall include newsprint, magazines, mixed paper, computer paper, bond paper, chipboard, cardboard, aluminum cans, steel cans, #1 and #2 plastic containers, clear glass, green glass and brown glass, together with such other recyclables as shall be hereafter designated by the city by regulation. All recyclable materials placed at curbside for pickup as above provided shall become the property of the city and its recycling contractor, and it shall be unlawful for any person, other than the property owner or occupant placing the material at curbside or the city's recycling contractor and its employees and authorized agents, to pick up, remove, or otherwise possess any recyclable material placed at curbside for collection and recycling.
