§ 4-23. Responsibility of owner.

  • For purposes of sections 4-25 through 4-28, an owner of a dog shall be deemed to have permitted such dog to engage in the prohibited acts enumerated therein if such owner's conscious objective or purpose is to cause or allow such dog to engage in the prohibited act, or if such owner knows or has reason to know under the circumstances that such dog is likely to engage in the prohibited act and such owner fails to prevent such dog from engaging in the prohibited act.
