§ 21-3. Use of white canes by blind persons; duty on approaching person carrying white cane.

  • (a)

    No person, except persons wholly or partially blind, shall carry or use on the public streets of the city any canes or walking sticks which are white in color or white with red end or bottom. Such canes or walking sticks may be used on the streets and other public places of the city by persons wholly or partially blind, as a means of protecting them and for the purpose of identifying them by drivers of vehicles and operators of motor-driven vehicles and by other pedestrians with whom they come in contact on such streets and public places.

    (b)

    Any driver of a vehicle, operator of a motor-driven vehicle or pedestrian who is not wholly or partially blind, who approaches or comes in contact with a person wholly or partially blind carrying a cane or walking stick white in color or white with red end, shall immediately come to a full stop if reasonably necessary to avoid collision with such person, and take such precautions before proceeding as may be necessary to avoid accident or injury to the person so carrying a white cane or walking stick.
