No person who owns, leases or has a possessory interest in any premises within the city shall install, keep, maintain, use
or permit the maintenance or use upon such premises of any vending machine or mechanical device which is used or intended
to be used for the sale or distribution of any product, unless the person shall first obtain a license under the provisions
of this division; and no owner of any vending machine or mechanical device which is used or intended to be used for the sale
or distribution of any product shall install such machine or device on any premises located within the city without first
obtaining a license therefor pursuant to the provisions of this division; provided, however, that no license shall be required
for any vending machine or mechanical device used for the sale or distribution of a product, the sale of which is exempt from
taxation under the provisions of state law.
