§ 10.03. B-3 Business and Wholesale District.

    Purpose. The B-3 District is established to provide areas for a wide variety of necessary services, wholesale establishments, and other business uses which would be incompatible with the uses permitted in the B-1 and B-2 Districts.

    2.

    Permitted Uses. The following business uses and service establishments are permitted, provided they are conducted wholly within an enclosed building—except for off-street parking or loading facilities and except for establishments of the "drive-in" type offering goods and services directly to customers waiting in parked motor vehicles, and except where specified below as permitted on an open lot.

    Any use permitted in the B-2 General Retail Business District.

    Agricultural implement sales and services.

    Automobile and truck sales or automobile and truck service, including painting and repairing, but not painting and repairing of trucks over one and one-half tons capacity, and automobile painting, upholstering, repairing, reconditioning and body and fender repairing when done within the confines of the structure.     Automobile washing, including the use of mechanical conveyors, blowers, and steam-cleaning.

    Battery and tire service stations.

    Beverages, non-alcoholic, bottling and distributing.

    Blueprinting and photostating establishments.

    Boat showrooms—sales and service.

    Book binding.

    Building materials sales, when conducted wholly within a building.

    Catering establishments.

    Contractors' offices and shops, where no fabricating is done on the premises and where all storage of material and equipment is within a building.

    Exterminating shops.

    Feed, seed and farm supply stores, wholesale and retail.

    Greenhouses.

    Heating and air conditioning shops (fabricating and assembly).

    Laboratories (medical, dental, research, experimental and testing), provided no production of or manufacturing of products takes place and provided the performance standards of the M-1 District are complied with.

    Live bait shops.

    Monument sales, but not including cutting or grinding of stones or other material, on an open lot or within a building.

    Motorcycle sales and repair.

    Pet shop or animal hospital when conducted wholly within an enclosed building.

    Plumbing, heating and roofing supply shops.

    Printing, publishing and issuing of periodicals, books, stationery and other reading matter.

    Processing or assembly limited to the following, provided that space occupied in a building does not exceed six thousand (6,000) square feet of total floor space and basement space, and not including stairwells or elevator shafts; and providing such processing or assembly can be conducted without noise, vibration, odor, dust, smoke, or any other condition which might be disturbing to occupants of adjacent buildings and provided that the foregoing limitation of six thousand (6,000) square feet of floor space shall not be applicable where the building to be occupied for such use is pre-existing and the processing or assembly is contained wholly within the building. When manufacturing operations of the same or similar products demand space exceeding six thousand (6,000) square feet and the exception hereinabove set forth if applicable to pre-existing buildings is not applicable, they shall then be located in the M-1 Manufacturing District:

    Advertising displays;

    Awnings, venetian blinds and window shades;

    Brushes and brooms;

    Bakeries, wholesale;

    Cosmetics, drugs and perfumes;

    Electrical equipment appliances;

    Food processing, packaging and distribution;

    Jewelry;

    Medical and dental supplies;

    Optical goods and equipment;

    Pattern making;

    Scientific and precision instruments;

    Products from finished materials such as plastic, bone, cloth, cork, feathers, felt, fibre, fur, glass, hair, horn, leather, precious or semi-precious stones, paper, rubber, shell or yarn.

    Restaurants, including drive-ins.

    Silver plating and repair shops.

    Tinsmiths.

    Trailer sales or rental (including mobile homes and camp trailers) business on an open lot or within a building, not including occupancy of trailers.

    Used passenger automobile sales on an open lot or within a building.

    Wholesale business, excluding a building, the principal use of which is for a storage warehouse.

    Accessory uses, including off-street parking and loading facilities, as permitted or required in Section 13.00. (Ord. No. 92-O-015, § 1, 4-6-92)

    3.

    Special Uses. The following uses may be allowed by special use permit:

    Any use which may be allowed as a special use in the B-1 District, unless already permitted under Subsection 10.03-1 above.

    Cemeteries, crematories or mausoleums.

    Outdoor amusement establishments, fairgrounds, golf practicing ranges, miniature golf, carnivals, circuses, race tracks, kiddie parks and other similar amusement centers and including places of assembly devoted thereto, such as stadiums and arenas.

    Riding academies and public stables.

    Self-service storage facilities as defined in the Illinois Self-Service Storage Facility Act, 770 ILCS 95/1 et seq., provided that all of the following site characteristics are applicable and development requirements are satisfied:

    (1)

    The affected property is adjacent to a railroad right-of-way, or former railroad right-of-way, or separated therefrom only by a public street or road right-of-way.

    (2)

    All individual storage units in the proposed facility are 200 square feet or less.

    (3)

    All vehicle approaches, drives, parking areas, and other developed areas upon which vehicle traffic is contemplated shall be surfaced as required for parking facilities under the terms of section 13.03(8)b. of this ordinance. (Ord. No. 96-O-030, § 1, 6-17-96)

    4.

    Yard Areas. The yard regulations shall be the same as required in the B-1 Limited Retail Business District.

    5.

    Signs. Signs shall be as permitted in Section 12.00

    6.

    Off-Street Parking and Loading. Parking and loading facilities shall be provided as required or permitted in Section 13.00

    7.
