§ 8-21. Members.

  • (a)

    There is hereby established a department of the city government which shall be known as the fire department and which shall consist of the board of fire and police commissioners, such a number of regular fulltime firefighters as provided in this section, and such parttime or volunteer firefighters and clerical and administrative personnel as may from time to time be necessary for the function of the department.

    (b)

    The number of regular firefighters and their ranks are hereby established as follows:

    (1)

    One chief of the fire department.

    (2)

    One deputy fire chief.

    (3)

    Three lieutenants.

    (4)

    Four fire engineers.

    The chief of the fire department is authorized to appoint one deputy chief upon the approval of the city administrator. The deputy chief may be appointed from among any member of the fire department. The chief is authorized to appoint the deputy chief to various duties and assignments as dictated by department needs. The chief of the fire department is authorized to suspend or discharge any or all of the officers holding such positions in accordance with adopted city personnel policies and procedures. The deputy chief is an exempt position with regard to the provisions of Illinois Revised Statutes, chapter 24, article 10, division 2.1 (Ill. Rev. Stat. ch. 24, ¶ 10-2.1-1 et seq.), entitled "Board of Fire and Police Commissioners." However, nothing contained in this section will limit or reduce the rights held at the time of appointment to the position of deputy chief.

    (c)

    The number of paid-on-call firefighters is hereby established to be 13, and the number of volunteer firefighters is hereby established to be 12. The paid-on-call and volunteer firefighters to hold such rank shall be determined by the fire chief from time to time.

    (d)

    All officers and personnel appointed and constituting the fire department as of June 19, 1989, shall continue to do so subject to the provisions of this article, until removed or their successors are appointed and qualified.
