§ 2-141. Duties.

  • The city collector shall perform the following duties:

    (1)

    Preserve all warrants which are returned into his hands, and keep his books and accounts in a correct and legible manner. Such books and warrants and all other papers pertaining to his office shall at all times be open to the inspection of and subject to the examination of the mayor, the city administrator, or any member of the city council or any committee thereof.

    (2)

    Weekly, and oftener if required by the council, pay over to the city treasurer all moneys collected, taking such treasurer's receipt therefor, which receipt shall be immediately filed in the office of the city clerk in the files of that office. The collector is hereby expressly prohibited from keeping the moneys of the city in his hands, or in the hands of any person, to his use, beyond the time which may be prescribed for the payment of the moneys to the treasurer, and any violation of his section will subject him to immediate removal from office.

    (3)

    Perform all acts and duties and publish all notices required of him by statute in connection with the levying, collection and delinquency of special assessments and special tax.

    (4)

    Make a report, in writing, to the council or any officer designated by the council, of all moneys collected by him, the account whereon collected, or of any other matters in connection with his office when required by the council.

    (5)

    Annually, between April 1 and April 10, file in the office of the city clerk a statement of all moneys collected by him during the year, the particular warrant and special assessment or accounts on which collected, the balance of moneys uncollected on all warrants in his hands and the balance remaining uncollected at the time of the return, and all warrants which he has returned during the preceding fiscal year to the city clerk.
