§ 2-51. Appointed officers—Appointment; termination.

  • (a)

    The mayor, with the advice and consent of the city council, shall appoint the following city officers and officials:

    (1)

    City attorney.

    (2)

    City administrator.

    (3)

    City engineer.

    (4)

    City budget officer.

    (b)

    The city administrator, with the advice and consent of the mayor and city council, shall appoint the following officers and department heads:

    (1)

    Chief of police.

    (2)

    Fire chief.

    (3)

    Streets and alleys department supervisor (head).

    (4)

    Sanitary engineering department supervisor (head).

    (5)

    Parks and recreation director.

    (6)

    Building inspector.

    (7)

    Plumbing inspector.

    (8)

    Electrical inspector.

    (9)

    Cemetery sexton.

    (10)

    Airport manager.

    (11)

    Assistant city administrator.

    All of the officers listed in this subsection shall hold their offices for an indefinite term. The city administrator shall have the right to terminate any nonelective city officer or employee, except for the city attorney and city engineer, who shall serve at the pleasure of the mayor and the city council. All terminations shall only be after consultation with the mayor and the city council or a committee thereof. Appointed members of boards and commissions are excluded from this authority.

    (c)

    The city administrator shall hold the appointed office of city engineer, and shall have the duties and responsibilities set forth in sections 3-11-25 through 3-11-27 of the Illinois Municipal Code (65 ILCS 5/3-11-25—5/3-11-27), as amended.

    (d)

    The city administrator shall hold the appointed office of city comptroller, and shall have the duties and responsibilities set forth in sections 3-11-21 through 3-11-24 of the Illinois Municipal Code (65 ILCS 5/3-11-21—5/3-11-24),), as amended.
