§ 19-50. Obstructing passage.

  • No person shall, with other persons, congregate about, upon or in any stairway, doorway, window or elsewhere, and by so doing obstruct or interfere with the free passage of persons entering or occupying any building or premises, or by his conduct disturb persons passing along the streets or alleys or occupying, residing or doing business in any of such buildings or places, under a penalty as provided in section 1-11 of this Code.
