§ 19-46. Permit.

No person shall encumber or obstruct any street, alley, sidewalk or other public place by placing therein or thereon any building material, weighing scales or any article or thing whatever without first having obtained written permission from the administrator or his designee, under punishment as provided in section 1-11 of this Code.
