§ 18-26. Established; members.

  • (a)

    There is hereby established a department of the municipal government which shall be known as the police department and which shall consist of the board of fire and police commissioners, such a number of regular policemen as provided in this section and such clerical and administrative personnel as may from time to time be necessary for the function of the department.

    (b)

    The number of regular policemen and their ranks are hereby established as follows:

    (1)

    One chief of police.

    (2)

    Four sergeants, one of whom shall be designated the relief sergeant.

    (3)

    Thirteen patrolmen.

    Persons presently holding the ranks of lieutenant and corporal as of April 4, 1988, which ranks have been eliminated, shall, notwithstanding the provisions of this section, continue to hold such rank until such time as such person shall be appointed to another rank, or his resignation or removal, at which time the position and rank formerly held by such person shall be eliminated and shall not be filled.

    (c)

    The chief of police is authorized to appoint two commanders upon the approval of the city administrator. The commanders may be appointed from among any of the members of the police department. The chief of police is authorized to suspend or discharge any or all of the officers holding such positions in accordance with adopted city personnel policies and procedures. The commanders are exempt positions with regard to the provisions of article 10, division 2.1 of the Illinois Municipal Code (65 ILCS 5/10-2.1-1 et seq.), entitled Board of Fire and Police Commissioners. If any of the persons holding the position of commander are discharged from such position, the person shall revert to his permanent rank, if any, in the police department, as established by the board of fire and police commissioners.

    (d)

    Persons holding the rank of sergeant and police officer shall be appointed by the board of fire and police commissioners as provided by the provisions of the statute referred to in subsection (c) of this section, and the rules and regulations of the board of fire and police commissioners.

    (e)

    All officers and men appointed and constituting the police department as of April 4, 1988, shall continue to do so subject to the provisions of this chapter, until removed or their successors are appointed and qualified.
