Any person who shall ride, drive or permit to be ridden or driven any horse or other animal in, over, upon or across any of
the parks of the city, except in established roads or driveways therein, or tie or hitch any horse or other animal to any
of the shade or ornamental trees in such parks, and the owner or custodian of any animal who shall suffer the animal to injure
any tree or property in or about the parks, shall be subject to punishment as provided in section 1-11 of this Code for each offense. This section does not prohibit use of parks by persons when such persons are accompanied by
guide dogs as permitted by section 3 of the White Cane Law (Ill. Rev. Stat. ch. 23, ¶ 3363), except that any such person shall be liable for any damage to the park by the dog.
