§ 7.01. Purpose.

The F-1 District is established and delineated on the zoning maps to meet the needs of the Vermilion River and its tributaries to carry the abnormal flow of water at times of flood; to insure that the taxable value of land and buildings throughout the City may be conserved; to prevent encroachments into the district which will unduly increase flood height and damage, and to prevent the loss of life and excessive damage to property in the area of greatest flood hazard.
